This is a reference encyclopedia covering the Dholera Special Investment Region in Gujarat: what it is, what has actually been built, what a plot costs and what it takes to buy one safely. There are about 160 entries, and every figure in them carries the source it came from and the date it was recorded.
Almost everything written about Dholera is written by somebody who wants to sell you land there. This is not. Dholerapedia is a reference work covering the Dholera Special Investment Region, and every number on it carries the source it came from and the date it was recorded, so you can see for yourself how solid it is. Where an official record and a sales brochure disagree, we follow the official record. Where a fact is not reliably available anywhere, we say so rather than fill the gap.
Dholera SIR is a greenfield industrial city being built on the Gulf of Khambhat in Gujarat, about 100 km south-west of Ahmedabad, and it is the flagship node of the Delhi-Mumbai Industrial Corridor. Dholera SIR is planned over about 920 sq km, of which roughly 580 sq km is developable and about 422 sq km is designated for urban development across six town-planning schemes (TP1 to TP6). Around one-third of the developable land falls in the Coastal Regulation Zone. The region is governed by the DSIRDA (the statutory planning and land authority) and built by DICDL, a special purpose vehicle incorporated on 28 January 2016 and held 51% by the Gujarat government and 49% by the central government through the NICDC Trust.
What separates Dholera from a project that exists only on paper is that several of its anchors are under construction rather than merely announced. The anchor industrial investment is the Tata Electronics semiconductor fab, approved by the Union Cabinet on 29 February 2024 under the India Semiconductor Mission, a Rs 91,000 crore facility built with Taiwan's PSMC for up to 50,000 wafers a month on a 300mm line. A solar park has about 300 MW commissioned of a 1,000 MW first phase, and a semi high-speed rail link was approved by the CCEA on 13 May 2026. Each of those has its own entry here, and in each one the confirmed facts are kept separate from the announced targets.
- SIR
- Special Investment Region. A large area the Gujarat government has set aside for industry under its own 2009 law, with its own planning authority instead of the usual local one.
- DMIC
- The Delhi-Mumbai Industrial Corridor, the national industrial corridor programme Dholera is a node of.
- TP scheme
- Town planning scheme. The authority pools all the land in one area, lays out the roads and services, then hands each owner back a smaller but serviced plot.
- CRZ
- Coastal Regulation Zone. Coastal land where central rules limit what can be built.
- DSIRDA
- The statutory authority that plans and regulates Dholera SIR, in place of a municipal corporation.
- DICDL
- The company that actually builds Dholera. Gujarat holds 51% of it and the central government holds 49% through the NICDC Trust.
- SPV
- Special purpose vehicle. A company set up to carry out one project and nothing else.

How to read the tags
Every figure on this site carries one of three tags, and the tag tells you how much weight it can hold. Confirmed means a government or official record says it. Reported means the press or a trade publication said it. Unverified means only a seller says it, so we flag it rather than repeat it as fact. Each figure also carries a date, because Dholera keeps moving and a number that was right last year may not be right now.
Anything still in the future, an opening, a first chip, a completion, is written as a target until a government source confirms it happened. No government source guarantees appreciation, and assured-return claims are marketing rather than fact. The full method is on the methodology page, and every entry on the site is listed in the index.
