- SIR
- Special Investment Region. A large area the Gujarat government has set aside for industry under its own 2009 law, with its own planning authority instead of the usual local one.
- encumbrance certificate
- A record of whether any loan or legal claim is registered against a property.
- 7/12 extract
- The Gujarat land record extract showing who owns a survey number and what is recorded against it. Also called the satbara.
- khata
- The property account issued after registration, which records the holding in the local body's books.
- jantri
- The Gujarat government's official reference rate for land in an area. Stamp duty is calculated on it. It is not the market price, and the two often differ.
- ASR
- Annual Statement of Rates, the same official rate schedule that the word jantri refers to.
- TP scheme
- Town planning scheme. The authority pools all the land in one area, lays out the roads and services, then hands each owner back a smaller but serviced plot.
Rates and process
Effective stamp duty in Gujarat is 4.9% (3.5% basic plus a 1.4% surcharge) with 1% registration. The title process involves verifying the sale deed, mother deed, a 30-year encumbrance certificate, the 7/12 extract and tax receipts, executing the deed, paying duty, completing biometrics at the sub-registrar and obtaining the Khata. A registration-fee waiver is documented for property held in a woman's sole name. Because duty is charged on the Jantri floor wherever that exceeds the price paid, the rupee amount differs from village to village, and a worked stamp duty and registration cost for one acre in each of the 22 notified Dholera villages shows that spread computed on the published ASR 2011 base. Dholera SIR in one paragraph
Dholera SIR is a planned industrial city covering about 920 sq km, of which roughly 422 sq km is marked for urban development. That land is being delivered as six town planning schemes, spread over roughly three decades. DSIRDA is the authority that plans and regulates the region, and DICDL is the company that builds it, owned 51% by Gujarat and 49% by the central government through the NICDC Trust.
