- Special Investment Region. A large area the Gujarat government has set aside for industry under its own 2009 law, with its own planning authority instead of the usual local one.

Present versus future
Sanand grew around Gujarat Industrial Development Corporation estates and hosts operating automobile and electronics manufacturing, so it already produces output, jobs and ancillary demand today. Dholera is building the conditions for that kind of activity but is earlier in the cycle. Sanand shows that Gujarat can take industrial land from estate to operating cluster, which is part of why the state's execution reputation supports the Dholera thesis.
