The core difference

Amaravati was conceived as the new capital city of Andhra Pradesh on the Krishna river, planned through the AP Capital Region Development Authority, and its progress has stopped and restarted with changes in state government. Dholera's anchor is industrial and corridor-driven: it is a flagship node of the Delhi-Mumbai Industrial Corridor with a central-plus-state SPV and a semiconductor fab under construction.
