Full development of the roughly 920 sq km planning envelope is targeted over about 30 years, reaching an end-year stated inconsistently as 2040 or 2042, with promotional targets near 1 million population and about 800,000 jobs. All are reported targets.

Semi-high-speed rail service targeted

The Ahmedabad-Dholera semi-high-speed rail is targeted to be in service by 2030-31, offering a roughly 45-minute journey. A cited 220 km/h speed is single-sourced and flagged as suspect.

Solar Phase-I 1,000 MW targeted

The remaining 700 MW of the sanctioned 1,000 MW Phase-I solar capacity is targeted for completion by March 2027, awarded to developers including Tata Power, Vena, ReNew, SJVN and TEQ Green, subject to tariff and GERC disputes.

The 109 km, 4-lane greenfield access-controlled Ahmedabad-Dholera Expressway was reported inaugurated by PM Modi on 31 March 2026 and is operational, cutting travel time toward roughly 40 minutes to 1 hour (sources vary).

Semi-high-speed rail cleared by CCEA

The Ahmedabad(Sarkhej)-Dholera semi-high-speed rail line was reportedly cleared by the CCEA around 13 May 2026, at about Rs 20,667 cr for a roughly 134 km double line, targeted for 2030-31.

ASML-Tata lithography MoU

Tata signed a lithography MoU with ASML on 17 May 2026 for the Dholera fab, covering advanced lithography tooling.

Tata fab civil about 50 percent complete

As of mid-2026 the Tata fab civil works were reported about 50 percent complete after a late-2025 redesign for soil conditions. First chip is targeted for 2026-27, a target with no source confirming a chip produced.

About 300 MW solar operational

About 300 MW of solar capacity is operational at Dholera, including a Tata Power plant with 873,012 monocrystalline modules over 1,320 acres. Phase-I of 1,000 MW is sanctioned, with 700 MW more targeted by March 2027.

Dholera International Airport opening targeted

The airport's opening is a repeatedly slipping target. As of 14 July 2026 the Union Aviation Minister reportedly said it was about 80 percent complete with operations likely Sept-Oct 2026. No firm opening is confirmed as achieved.

ISM Fiscal Support Agreement signed

The India Semiconductor Mission Fiscal Support Agreement for the Tata fab was signed on 5 March 2025, with ISM covering 50 percent of eligible cost. PIB cites Rs 91,526 cr for the project.

Airport terminal EPC contract awarded

The Dholera International Airport terminal EPC contract of about Rs 333 cr was reported awarded in January 2024, alongside Phase-1 civil works to Varaha Infrastructure at about Rs 636.45 cr.

Tata fab gets Cabinet approval

The Union Cabinet approved the Tata Electronics + PSMC semiconductor fab on 29 February 2024 under the India Semiconductor Mission, with investment of Rs 91,000 cr (about 11 billion US dollars) and capacity up to 50,000 wafers per month.

Tata fab ground-breaking

Ground-breaking for the Tata Semiconductor Manufacturing fab took place in March 2024. Construction later progressed after a late-2025 redesign for local soil conditions.

ABCD Building and ICCC reported operational

The ABCD Building (Administrative cum Business Centre for Dholera) in the TP2 Knowledge and IT Zone, housing the Integrated Command and Control Centre that acts as the smart-city brain, was reported structurally complete and operational. The exact inauguration date is unknown.

Foxconn exits the JV

Foxconn withdrew from the Vedanta joint venture on 10 July 2023, ending the collapsed semiconductor project. It is now historical, not an active investment at Dholera.
